Terms of Use

These Terms of Use (“Terms”) apply to your use of the PolicyPal VA mobile application (“App”) and the website at policypalvirginia.com (“Site”), operated by Lissiland, LLC (“Lissiland,” “we,” “us,” or “our”). By downloading, installing, or using the App, or by accessing or using the Site, you agree to these Terms. If you do not agree, do not use the App or Site.

1. Description of the Service

PolicyPal VA provides a mobile and web experience to help you track Virginia General Assembly legislation, view committee and floor schedules, find your representatives, and access AI-generated summaries of bills. Legislative data is sourced from the Virginia Legislative Information System (LIS) and other official or licensed sources. The App and Site are for informational use only and do not provide legal, tax, or professional advice.

2. Eligibility and Account

You must be at least 13 years of age to use the App or Site. Use of the App may require a compatible Apple device and iOS version. We do not require you to create an account to use most features; some data (e.g., watchlists, preferences) is stored locally on your device. Subscription and purchase features are handled through Apple’s App Store and StoreKit.

3. Acceptable Use

You agree to use the App and Site only for lawful purposes and in accordance with these Terms. You may not: (a) use the service in any way that violates applicable law; (b) attempt to gain unauthorized access to our systems, other users’ devices, or any third-party systems we use; (c) scrape, reverse-engineer, or automate access in a manner that burdens our or our providers’ infrastructure; (d) use the App or Site to distribute malware or harmful code; or (e) use the service to harass, defame, or infringe the rights of others. We may suspend or terminate access if we reasonably believe you have violated these Terms.

4. Subscriptions and Purchases

Certain features (e.g., AI-powered summaries and tools) may require a paid subscription. Subscriptions and in-app purchases are processed by Apple via StoreKit. Payment, cancellation, and refunds are governed by Apple’s terms and policies. We do not collect or store your payment details; Apple provides us only with information necessary to grant access to subscription features. Subscription terms (e.g., monthly or annual) are disclosed in the App before purchase.

5. Advertising

The App may display advertisements provided through Google Mobile Ads and related Google services. Ad content and data practices are subject to Google’s policies. Where required, we may use the Google User Messaging Platform to obtain consent for personalized advertising. You can manage ad preferences in your device settings and through any consent options we present in the App.

6. Third-Party Services and Content

The App and Site rely on third-party services and data, including: (a) the Virginia LIS (legislative data); (b) Google’s Generative Language API (Gemini) for AI summaries and related features; (c) Apple for distribution, in-app purchases, and device services; (d) Google for advertising and consent management; and (e) other libraries and APIs used in the App (e.g., SwiftSoup for parsing). Your use of those features is subject to the respective providers’ terms and privacy policies. We are not responsible for the availability, accuracy, or conduct of third-party services.

7. Intellectual Property

Lissiland and its licensors own all rights in the App and Site (including design, text, graphics, and software), except for third-party content and open-source components. You may not copy, modify, distribute, or create derivative works from our materials without permission. Legislative and other public data may be subject to separate terms imposed by the Commonwealth of Virginia or other sources.

8. Disclaimers

The App and Site are provided “as is” and “as available.” We do not warrant that the service will be uninterrupted, error-free, or free of harmful components. Legislative data and AI-generated content are for general information only and may be delayed, incomplete, or changed by official sources. We do not provide legal, tax, or professional advice; you should rely on official sources and qualified professionals for decisions.

9. Limitation of Liability

To the fullest extent permitted by law, Lissiland, LLC and its affiliates, officers, directors, employees, and agents shall not be liable for any indirect, incidental, special, consequential, or punitive damages, or any loss of profits, data, or goodwill, arising from your use of the App or Site. Our total liability for any claims arising from these Terms or the service shall not exceed the amount you paid us in the twelve (12) months preceding the claim (or one hundred U.S. dollars if you paid nothing). Some jurisdictions do not allow certain limitations; in those jurisdictions, our liability will be limited to the maximum extent permitted by law.

10. Indemnification

You agree to indemnify and hold harmless Lissiland, LLC and its affiliates and their respective officers, directors, employees, and agents from and against any claims, damages, losses, and expenses (including reasonable attorneys’ fees) arising from your use of the App or Site or your violation of these Terms.

11. Changes to the Terms or Service

We may update these Terms from time to time. We will post the revised Terms on this page and update the “Last updated” date. Continued use of the App or Site after changes constitutes acceptance of the updated Terms. We may also modify or discontinue features of the App or Site with reasonable notice where practicable.

12. General

These Terms constitute the entire agreement between you and Lissiland regarding the App and Site. If any provision is held unenforceable, the remaining provisions will remain in effect. Our failure to enforce any right does not waive that right. These Terms are governed by the laws of the Commonwealth of Virginia and the United States, without regard to conflict-of-law principles. Any disputes shall be resolved in the state or federal courts located in Virginia.
